Agility Training
Agility is a measure of your overall finesse and reflexes. It affects the number of Action Points in V.A.T.S. and your ability to sneak. It is considered a particularly important attribute to those who value stealth as a viable way to maneuver around enemy territories without being seen (while crouching). As you need the largest number of Action Points as possible if you favor V.A.T.S. combat, this is another reason to never overlook this attribute.
Increase those reflexes! Spend a Perk Point and instantly gain 1 point of Agility to a maximum of 10.
There are no requirements for the training in this attribute.
Level 01: Gunslinger
Channel the spirit of the Old West! As long as you’re familiar with exactly what constitutes a “nonautomatic pistol” (the Weapons chapter has a complete list), which is a one-handed gun that you fire once per shot, this becomes an impressively helpful perk. Shots now hit at farther ranges, meaning you save ammunition and reduce anxiety that a foe is getting too close for comfort.

Level 02: Commando
Rigorous combat training means that those favoring V.A.T.S. and who have a keen collection of automatic guns (the Weapons chapter lists the specific armaments) are bound to enjoy this perk. When firing from your hip (without V.A.T.S. or aiming down your sights), your accuracy is also improved, so fast-moving Bloatflies are much less of a pest, and more dangerous foes go down under a hail of more damaging bullets.

Level 03: Sneak
Become whisper, become shadow. This self-explanatory perk diminishes your ability to be seen under sneaking circumstances. Do you like wading into combat yelling obscenities at the world and brandishing a Fat Man? Then this perk might not be for you. But if you enjoy keeping to the edges of areas, creeping around and behind enemies, and using perks like Ninja, Night Person, Mister Sandman, and Cloak & Dagger, you can slay multiple enemies without making a sound.

Level 04: Mister Sandman
As an agent of death, combine this with the Night Person perk that allows enhancements during the cover of darkness (when most folk are asleep) and with perks that help you use surreptitiousness and surprise to your advantage (like Ninja and Sneak). If you favor the role of a quiet killer, this is an optimal perk to take, especially as the damage combines with other perks.

Level 05: Action Boy / Action Girl
There’s no time to waste! Though this doesn’t give you any more Action Points, it significantly lessens the time you spend waiting for them to regenerate, either during combat or after some sprinting. This is a great perk to take early into your adventuring, so you have more bursts of energy and less lengthy periods of tiring out.

Level 06: Moving Target
They can’t hurt what they can’t hit! Though you might wonder why expending Action Points (which occurs when sprinting) is helpful, consider attacks that require you to reach a foe in double-quick time, like melee or punching strikes, or the Power Armor charge of the Pain Train. Plus, if you’re fleeing an area, it’s good to have as much protection as possible.

Level 07: Ninja
If you’re attacking foes without them seeing you, this is the pinnacle of your capabilities. Partner this perk with other clandestine perks (Sneak, Night Person, Mister Sandman, Cloak & Dagger) to create an unstoppable assassin.

Level 08: Quick Hands
In combat, there’s no time to hesitate. Consider the weapons you’re using; if you can comfortably take down a foe (or two) before needing to reload, this may not be a vital perk. But for the sniper, single-shot enthusiast, or gun-toter with few bullets or shells in their chambers, this helps you bring (usually more powerful) weapons to bear with increased potency.

Level 09: Blitz
Find the gap and make the tackle! For those who enjoy the crunch of bone and sinew and want to start swinging from a little farther away, this is a critically important perk to take for the melee monster in you. Remember you can Blitz multiple targets in the same V.A.T.S. action.

Level 10: Gun-Fu
You’ve learned to apply ancient martial arts to gunplay! Although many might balk at the Agility (and level) requirements, in cases where you’re facing more than one foe (which, let’s face it, is almost every occasion), a sizable damage augmentation is welcome. Remember this is for fans of V.A.T.S. only.
