With the Contraptions Workshop DLC, you can build functioning elevators in any (or all) of your settlements, making vertical design more practical than ever.
You’ll find options that span up to four floors, but it’s important to note that these devices are intended for high-wall structures like warehouses and barns. The shorter walls offered by typical wood/metal structures prevent additional floors from lining up with any elevator’s design.
