This quest is available when you visit Abernathy Farm for the first time. It is not repeatable. Speak to Blake Abernathy and agree to help him.
Visit the Raider stronghold of USAF Satellite Station Olivia. Remove all the threats you wish, and locate the locket in the toolbox. Return to Blake Abernathy with the good news before reporting back to Preston Garvey.
