The main entrance to this old skyscraper has been commandeered by Raiders. Inspect the rickety walkways here for some ammo. The eastern part of this stronghold—under the ruined freeway overpass and Primary Location: Garden Terrace—has a high wall and scaffolding. Climb it halfway until the ramps stop. To reach the roof, you need to enter the mall.
One of the Raiders on Level 2 has the Haymarket Mall key, allowing easier access into Secondary Location: Congress Street Garage (which, in turn, allows quick access to Faneuil Hall). Use the interior elevator to reach the upper floor and Protectron control. There’s access to the roof here and Primary Location: Garden Terrace.
