This quest is available if you had Sturges help you build the teleporter during Main Quest: The Molecular Level. Another faction may also have given you this Holotape.
Network Scanner Holotape
Begin Main Quest: Institutionalized. Access the terminal at the Institute relay area and entrance, or any other terminal you come across; insert the Network Scanner Holotape, and remove the data.
Then simply continue the rest of Main Quest: Institutionalized. Then return to Sturges and give him the data.
