2. Secure the workshop at [a random settlement location]
3. Report your success to the settlers at [the first settlement location]
4. Report to Preston Garvey

This only occurs when speaking to Preston and after you destroy the Institute during the Main Quest. You must also have evacuated the Institute, or you cannot begin this quest. Speak to the settler and agree to their request.
Enter the settlement tagged on your map and remove all threats. Expect one or more of the following: Feral Ghouls, Radroaches, Raiders, Super Mutants or even Deathclaws. Once complete, you may use the settlement workshop immediately. Speak to the settler, as this enables them to send refugees for the new settlement you cleared. Now return to Preston.
