3. Report your success to settlers at [the settlement]
4. Talk to Preston Garvey
Radiant Raider Troubles
Recruitment Quest: The First Step is given immediately after you complete Minutemen Quest: When Freedom Calls. It is not repeatable.
Recruitment Quest: Raider Troubles is given randomly and is repeatable. This quest is also available from owned settlements.
Head to the indicated settlement and speak to one of the settlers. They are having problems with Raiders. Agree to help them.
Wipe out the tagged foes and (optionally) any other enemies. Return to the settlement with the good news before reporting back to Preston Garvey. You receive some caps, and the settlement is now ripe for expansion!
