On the Right Tracks
Doctor Amari knows about synth technology, so visit her in Goodneighbor at the Memory Den. She suggests contacting the Railroad.
Enter the old church and access the Railroad HQ. A conversation with the Railroad leader, Desdemona, allows you to have the Courser Chip analyzed by Tinker Tom. Leave the Railroad HQ via the escape tunnel; this way you can remove the chain to the secret door and access this location more easily in the future.
Enter Virgil’s laboratory back in the Glowing Sea. After updating him, he hands you some plans.
Making Plans
You may have plans for a teleportation device, but building it is another matter. Fortunately, there are three different methods to accomplish this goal. The following assumes you are on friendly terms with each faction.
Method #1: Brotherhood Steel
Head to the Cambridge Police Station, and fight off any Feral Ghouls as part of Brotherhood of Steel Quest: Fire Support. Speak to Paladin Danse about the signal interceptor. He’ll allow Brotherhood resources to help you, providing you complete Brotherhood of Steel Quest: Call to Arms first.
Once you finish the quest, you can speak to the faction scientist Proctor Ingram about clues to constructing the signal interceptor.
Method #2: Minutemen Mettle
Preston Garvey can help your cause, too, providing you finish the Minutemen Quest: When Freedom Calls. Head to Sanctuary (or whichever settlement you instructed him to move to) and ask Preston about the signal interceptor. He hopes you’ll help out with some settlers first. Complete the Minutemen Quest: The First Step before you can receive help from this faction.
Once you finish the quest, you can speak to the faction scientist Sturges about clues to constructing the signal interceptor.
Method #3: Railroad Resolution
Return to the Old North Church, and speak with Desdemona about the signal interceptor. She hopes you’ll join the cause.
To prove yourself, you must complete the Railroad Quest: Tradecraft with Deacon before you can receive help from this faction.
Once you finish the quest, you can speak to the faction scientist Tinker Tom about clues to constructing the signal interceptor.
Building a Better Teleporter
Construction of the signal interceptor now begins in earnest. Clear an area of ground in one of your settlements (such as Sanctuary), and use the workshop to access the Special menu.

Truly first-class fabrication! Now be sure you connect everything: Access the Power > Generators part of your workshop, and build enough generators to power the entire device. Then attach wires from each generator to a component, so they power up. If you’re correct, you can (optionally) talk to your faction scientist and use the signal interceptor.
