  1. Meet your Gang outside [a random Settlement]
  2. Wipe out Targets at [the random Settlement]
  3. Build and raise the Signal flag at [the random Settlement]

This is a more violent version of the Radiant Quest: Clear Out. Receive this quest from Shank. Head to the Commonwealth Settlement that you need to turn into a Raider Outpost, and slay every living thing connected to it. These could be factions you were previously aligned with, such as the Brotherhood of Steel or the Minutemen. When everyone is dead, including any reinforcements, send up a flag and start building up this Outpost, initially as part of Main Quest: Home Sweet Home. Return to Shank for the reward.
