This quest is automatically triggered when you reach Level 20, but it can also be triggered by visiting Quincy Quarries. In either case, your first task is simple: use your Pip-Boy’s “Radio” tab to listen to the Vault 88 Radio Beacon broadcast.
Once you’ve listened to the message, head to Quincy Quarries and fight your way to the Vault 88 entrance hatch. Clear the area of Raiders, and then activate the hatch controls to complete the quest.
