Speak to Helruul About Moving to the Nexus
Marketplace
Run over to the marketplace to find Helruul (3) on a bench on the sightseeing ledge. Try to convince him to move…to no avail.
Speak to Saalro About Moving to the Nexus
Docks
Head to the docks, continue all the way to the last shuttle dock, and speak to Saalro (4). Try to get him to move to the Nexus. You got one! The mission is a success.
