Kadara Port: 2f Jail Cell
Speak to Jim (1) through the bars of his cell on the second floor of Kadara Port. He wants you to deliver a message to someone on the outside. His girlfriend, Cele, works at Tartarus. He wants you to tell her that he’ll have the credits to pay Sloane’s protection fees soon and to wait for him—leave out the part about him being in jail. Use the transit console (2) on the first floor to travel to the Kadara Slums.

Kadara Slums Bar
Enter the second floor of Tartarus (the slums bar) and approach the cage dancers. The first one is Cele, Jim’s special friend. Give her the message. She can’t believe he called her his girlfriend. She gives you a message to take back: “Thanks, but I’m happy at Tartarus. I don’t need rescuing.”`
Return to Jim
Kadara Port: Jail Cell
Return to Jim (1) and deliver the news. He seems upset that she’s happy at the club. Alternatively, it’s possible for Jim to be killed before you’re able to deliver Cele’s message, as a result of the Collective pushing the Outcasts out of Kadara Port. The mission completes either way.
