Enter the Resistance base. Just inside the hangar to the left is an angaran mechanic (1) standing next to a large snow vehicle. Talk to him. He’s impressed with the Nomad and shares some blueprints with you to upgrade your shielding (once you have the right components).
Craft the Shield Regenerator at a Research Center
The mechanic has given you the Improved Shield Regeneration blueprint. You need to craft it for the Nomad. Go to a research center, find the blueprint in the Nomad’s Mod list, and develop the Improved Shield Regeneration. If you don’t have the resources, complete this quest a little later into your exploration, after touching everything that enters your view.
