Speak to Arbiter Renaav
Aya: Market
When you can wander free in Aya, head to the market and talk to Arbiter Renaav (1), who’s standing to the left just as you approach the market area. She educates you on the angaran rules of law and trade. Say, “I’m ready to know more.” She directs you to the governor’s office for more detailed information.
Speak to Arbiter Ohmdaal
Governor’s Office
From Renaav, pivot southward and take the stairs up to find the governor’s office (2). Speak to the angara behind the desk. Ohmdaal says he’s been expecting you and has downloaded the laws and customs onto a datapad located on the desk right next to his console.

After speaking with Ohmdaal, pick up the datapad that appears on the desk. It’s an agreement contract to abide by all of Aya’s weird rules. Naturally, you need more information before taking further action.
Speak to Arbiter Vraagen
Now that you have the datapad info, exit the governor’s office and head to the easternmost section of Aya, to the area just outside Resistance Headquarters (3). Find Arbiter Vraagen among the consoles to the right of the headquarters’ entryway. Speak to him. He’s prepared a datapad with laws concerning war. The datapad appears on the crate beside him.

Arbiter Vraagen’s datapad states that morality will not be abandoned even when fighting an enemy that threatens their entire civilization. So no chicken-poops in this bunch. Sign us up. This concludes the mission, and you earn a medium amount of XP.
