The Thieves Guild skill line contains six Passive Abilities. Swiftly Forgotten and Haggling each offers four ranks. Remaining abilities are single-rank Passives.
Finders Keepers, which allows you to open Thieves Troves, doesn’t require a Skill Point; it becomes active as soon as the skill line is unlocked.
Appropriately, the Thieves Guild skill line focuses on making criminal activities less risky and more profitable. The Passives have little effect outside of crime and the Justice System, but they’re very useful bonuses for anyone who relies on less savory sources of income.
Thieves Guild Passive Abilities

| Finders Keepers | (Default Passive) Thieves Troves are caches located all over Tamriel. They can only be opened by members of the Thieves Guild. |
| Swiftly Forgotten | Bounty is decreased by up to 115 after three minutes. Heat is decreased by up to 64 after three seconds. |
| Haggling | Stolen items sold at a Fence are worth up to 10% more. This value does not apply to laundering. |
| Clemency | When a guard accosts you, you may use Clemency once per day. If used, the guard will not arrest you or take your money and stolen goods. Additionally, guards will not attempt to accost you for one minute after you use Clemency unless you commit other crimes. |
| Timely Escape | When you have Bounty and are in combat, you have a chance to spot a “Footpad” in a town with an Outlaws Refuge. Interacting with the Footpad will transport you safely into the nearest Refuge. |
| Veil of Shadows | Decreases detection range of witnesses and guards by 10%. Witnesses are thus less likely to notice crimes, while guards won’t challenge until they get closer. |
