This imposing and grand city is the seat of House Hlaalu, and the second city to Vivec. Translated to “Forest of Stone” in Dunmeri, this fortress-like settlement is bisected by the River Odai, and is perhaps the best place for Merchants and quests outside of Vivec City.

This location is worth exploring if you wish to speak to the Mystic or obtain the Vivec Sermon tome (#25) on a table inside. There’s a Lorebook on a bench here, too.

Lerano’s House

This is the home of the well-to-do Gilan Lerano. You visit here if you undertake his quest.

Redoran Kinhouse

Initially sealed, this dwelling only becomes accessible with questing.

The Randy Netch Inn

Visit this watering hole to speak and trade with the Innkeeper, and use the cooking stove. There’s bound to be some rumor and scuttlebutt if you ask the right people.

Abandoned Cellar

In an alleyway behind the inn, there’s a trapdoor down to a hidden cellar where assassins congregate, providing the appropriate quest is active.

Fighters Guild Merchant

If you need to trade or join this organization, visit the vendor at the tent here.

Balmora Stable Gate

Close to the Silt Strider and caravan tower, these stables house a number of Guar rather than horses. Speak to the Stablemaster if you wish.

River Odai

The center of town is bisected north to south by the River Odai. Note the two bridges, and perimeter walls keeping the inhabitants safe.

Retheran’s House
Warning: Restricted Area (Trespass)

This locked abode requires you to unlock the door (Advanced difficulty), and snooping around gets you in trouble. This is a large townhouse, with a Safebox in the bedroom.

Rethan’s House

This abode is locked up tight and can’t be entered unless a relevant quest is active.

Lod Drono’s Townhouse
Warning: Restricted Area (Trespass)

After unlocking (Simple difficulty), you can creep around this dwelling, incurring the wrath of the inhabitants, Redoran fighters.

Cooking Fire

This area contains an open-air kitchen, wine cellar, and alley with a small Cooking Fire.

Balmora Market Gate

Stalls are erected, and there’s plenty of merchandise on offer here, thanks to three Guild Traders. Magister Vilyn Veleth is also present.
