A Justice System attempts to keep the peace in Tamriel. Get caught swiping an NPC’s possessions or killing a citizen, and a Bounty is placed on your head. With enough heat, the Tamriel Guards pursue the player in an attempt to make an arrest. Once your infamy has reached the Infamy status level of “Fugitive,”, orders are to kill on sight. Stealing treasure and selling it to a Fence can be lucrative, but it comes with consequences if you’re not careful.

A life of crime can be well worth the effort and time, but learning when and where, as well as what point to flee, improves your odds of making a profit and circumventing arrest. While major crimes result in high infamy, enough petty crimes can also push a player into Fugitive status as well. Being a wanted criminal has its drawbacks, but it can be a lucrative activity for the discerning outlaw.
Always have an escape plan, and take care not to get cornered. Guards cannot be defeated. Dodge their attempts to trap you, and run out of the city, where your pursuer eventually gives up. Slipping into the Outlaws Refuge is another great way to avoid being caught. Plus, stolen items can be unloaded while inside.
