Danel Telleno is located at the Mages Guild in the major cities, including Vivec City. Find him at the St. Delyn Guild Halls and express interest in Provisioning, Enchanting, or Alchemy certification. Note that you can only work on one of the six certifications at a time.
First you must find the required materials. For Provisioning, Danel points you to the recipe inside a nearby trunk. Learn it, find white meat, and then go to the west side of town to find a Cooking Fire. For Enchanting and Alchemy, the runes, water, and plants are harvested outside of town at a location noted on your map.
