Meet Naryu Virian at the Arenim Manor, northwest of Balmora. The property is restricted, so setting foot inside the wall is considered trespassing, and being detected adds Bounty to
the Infamy Meter. An optional step suggests that you avoid killing Redoran soldiers.
There are a couple ways inside. The warehouse next to the dock gives access to the manor’s cellar, which allows you to get inside the house. Or, from the front entrance, sneak over to the pile of crates ahead and use them to hop over the fence. Enter the manor and search for clues. The House Redoran Advisory (Lorebook) sits on a console table near the entrance.
Watch out for Redoran Knights and Templars as you sneak around to the left. Collect the Council Meeting Summons (Lorebook) off the wine rack. When the soldier moves to the far corner, sneak behind the Knight and head upstairs. Exit to the Manor Balcony and collect the Letter to Councilor Dolvara (Lorebook).
Move back inside, enter the Councilor’s Quarters, and interrogate Councilor Dolvara. A Persuade option at the start of the conversation determines the Councilor’s fate. Before leaving the room, examine the Hlaalu Letter (Lorebook), and Report from Captain Brivan (Lorebook). Return to Veya at the Abandoned Cellar to complete the quest.
