Meet Veya near the Hlormaren Stronghold, directly west of Balmora. Three locations are marked on the map with Nycotic enemies throughout the area. Examine the Bedroll, Redoran Officer’s Blade, and Corporal Darvel as you proceed toward the stronghold. Take out the enemies to find the Hlormaren Stronghold Key.
Enter the Hlormaren Stronghold and head left as more Nycotics patrol the halls. Make a right at the first opportunity to find Vatola Telem, being held in a cell. Return to the main hall and continue to the right. Inside a room on the right, the Cell Key sits on a table in the back, but Curate Skaliz stands nearby. It is possible to sneak around the perimeter of the room, snag the key, and exit the room. He will give chase, but if you exit the stronghold and go far enough away, he will cease. This does mean you must fight your way back inside, though, so it’s a trade-off. If you stay and fight, watch out for Skaliz’s Whirlwind attack and the Skaafin Witchlings he summons.
Return to Vatola Telem and decide whether he gets the key, before returning to the Abandoned Cellar. Investigate the Redoran Kinhouse, continue up to Captain Brivan’s Apartment, and then head up more stairs to find out Brivan is at the Redoran Garrison, located north of Balmora. Talk to Naryu and then meet her in front of the garrison.
Warclaws patrol the Redoran Garrison, so deal with them as you move through the building. Enter the Garrison Chambers and fight your way down the left hallway through the kitchen, or follow the second floor to reach Naryu. Talk to her, return to the first-floor hallway, and descend to the basement.
Eventually you run into a Warclaw Ferhara with two Warclaw fighters. Defeat them to find Captain Brivan. After the conversation, talk to Naryu and exit to the kitchen through the nearby doorway. Fight your way into the Garrison Meeting Hall, where you must fight Veya Releth, with her dual axes and Whirlwind skill. After defeating her, talk to High Councilor Meriath and then Naryu, who asks you to decide Veya’s fate. Return to the Abandoned Cellar to complete the Morag Tong side story.
