Breaking Through the Fog is only available for players who have skipped the Morrowind tutorial, Broken Bonds, by traveling from another zone. Investigate the lighthouse mystery by talking to Sergeant Delms, who is currently at the top of the Seyda Neen Lighthouse. He leads you to Cherishes-Water; find her sitting in the water nearby. With the Intimidate perk, you can press her for a quicker answer. Otherwise, she wants you to acquire Findun’s Special Blend for her. This can be purchased at Findun’s Goods for 30 gold or gathered behind the Tavern by the Sea.
Return to Cherishes-Water and use the blend in the surrounding pool of water to refresh her memory. Search the nearby Tree Hollow for a clue. Numerous people around Seyda Neen may be questioned, but you can go straight to Findun’s Goods. Tell Marise Rothrano that you have her reward, and find out how she got past the guards. Next, head to the docks and check in with Deminah Salvi, who asks you to acquire parchment from the governor.
The paper can be obtained by sneaking into the Guard House or ask Marise Rothrano to swipe the parchment. If you decide to do it yourself, enter the Guard House and use the basket to hide from the guard. Then move into the Governor’s Room to collect the Blank Parchment Sheet and read the Unfinished Report.
Or use the Persuade perk to convince Marise Rothrano, found inside Findun’s Goods, to grab the paper. Talk to Sergeant Delms outside the Guard House to create a distraction, and then meet up with Marise.
Use the ship’s wheel to reach Firemoth Island and grab the Captain’s Note pinned to the boathouse. Use the boat to return to Seyda Neen and talk to Deminah Salvi inside the Governor’s Office to complete the quest.
