Outlaws Refuge

Each major city allows access to an Outlaws Refuge, where Tamriel criminals go to hide out. There’s always an entrance hidden inside the city and another away from town. That way, if you’re running from the law, you have a straight shot to freedom. Inside the refuge, Fences take care of your stolen items, a Merchant sells general goods, a Guild Trader deals in various products, and a Moneylender gives you access to your bank. Quest lines for the Thieves Guild and Dark Brotherhood are also available with the appropriate DLC.

The Outlaws Refuge is the seedy underbelly of the city.

Fence

The Fence provides two valuable services for the player. Stolen items can be sold for gold or laundered, which removes the stolen status. There is no buy-back option, so be sure to launder any items you wish to keep.

There’s a limit to the number of items that can be fenced and laundered, which starts out at 50 each. “Items Sold So Far” is shown below the item list when speaking with a Fence. After an item is laundered, this changes to “Items Laundered.” Upgrade the Legerdemain Trafficker Passive Ability to increase these limits.

Note that stolen consumables may be used just as standard consumables. Stolen gear can be equipped, but can also be confiscated if not laundered. Materials marked as stolen can be used as normal, though they do not stack with their counterparts, nor can they be stored in the Craft Bag. No stolen items can be deposited at a bank. It’s usually a good idea to launder any items you wish to hold on to, especially non-consumables. Stolen gear can be deconstructed, producing non-stolen materials.
