With the Thieves Guild DLC activated, or as an ESO Plus member, talk to Quen inside any Outlaws Refuge to begin the first quest, Partners in Crime. The quest line leads you to Abah’s Landing in Hew’s Bane, where the guild is headquartered. Hone your pickpocketing and burglary skills with the justice system and the Thieves Guild Passive Abilities, which include Finders Keepers—allowing access to the valuable loot inside Thieves Troves located all over Tamriel.
