On the edge of the grounds of Hanud Tower, which is across the boundary in the Azura’s Coast region, are the remains of an explosion, close to a campsite and the remains of some walled gardens. Farther east is a frozen fellow named Stromgruf the Steady, who starts the listed quest. Also check the area for a Heavy Sack.
