Get the cryptogram from the SFPD.
Drive to the small yard to the side of the SF Police Station at the Transbay Center, under the elevated road connected to the northwest wall. Locate the ctOS box, which requires and physical hack, then once you’re inside the station, remotely hack two computers using the police station cameras, which allows you to obtain the cryptogram and research information, revealing Prime_Eight are also involved in this case. There are more infiltration points than you may think.
Infiltration Points
With usually two guards standing here, this isn’t the stealthiest method of gaining entry to this small yard, though it’s the best way out of here afterward.
The raised parking lot slightly above the yard allows easy access from the north and a good view if matters turn violent. Drop down from the parked car, though you’re easily spotted. 
Above the yard is a concrete road ramp. Ascend it to the pillar supporting the Transbay Center building, directly above the objective. Then drop over the edge—a quick, only slightly damaging way to circumvent the guards, at least prior to the ctOS box hack.

Parked Truck (South): On the yard’s south side is a parked truck on a ramped dock. Climb on that, hop over the concrete wall, and you’re right at the objective, though you can be spotted during this maneuver. On the flatter ground, you can climb over the concrete wall.

Paths to Completion
With only four police officers to worry about, reaching the objective can be attempted with little hostilities.
A Run Around the Block
Simply vault over the Transbay Center Ramp at IP4, and start the hack. Afterward, exit by heading northeast, along the inner perimeter to the container, and up over the fence by IP2. Avoid all police contact.
Short, Sharp Shock
Enter from IP3, dropping behind cover and tasing one of the two guards at the front gate. Remain out of sight and tase the three other guards as they either investigate or start patrolling. You don’t even need to change location. Just watch for the police waking up after you hack the router.
Don’t Get Hit by a Rock
From either IP3 or IP4, drop the RC Jumper and maneuver it to the objective; this is far safer than entering the restricted area yourself, and the escape plan is even easier!
Cleaning Some Clocks
Make a short sweep and cut down the cops with shots from IP2. When the objective hack is complete, steal the bike from this yard, and use it to speed through the gates (which is also a good plan if you don’t want to neutralize any targets but wish to leave in a hurry).
