The ctOS security breach with this research is on the roof of a building next to a gas station. Walk to the back of the building and locate a crate under an air duct. Deploy the RC Jumper with upgraded jump capability and jump onto the crate. From there, jump into the duct. Follow it to the end and jump out of the opening. Continue onto an air-conditioning unit, and then onto the roof. Drive toward the front of the building and hack the CCT to unlock the security breach. Now you can hack the security breach with the RC Jumper and get the research.

This is an easy collectible to get. It is located on an overhang above a loading dock. Just climb onto a pallet of boxes and from there onto the overhang to get the paint.
