Brief
The Ghosts obtained intel on a meeting between El Chido’s Agent and Santa Blanca dignitaries. Additionally, they found out the location of the hotel where the assistant to El Chido’s agent is spending the night. We need to locate the assistant and see if he can lead us to the meeting.
Research, Not Destroy
Drive to a small motel in the northwestern corner of this province, where the agent’s assistant is leaving. Do not engage!
Motel: Recon

Locate this Motel, and disembark away from the parking lot so you don’t spook the assistant. Send up the drone to mark the assistant, and then return to a vehicle. Follow the assistant down the road, until he makes a sharp left turn on the outskirts of Banado town.
Santa Muerta Library: Recon

Stop before you follow the assistant and make the turn into the library, as there are a few cartel soldiers in and around this building (around four, including a captain). With subtle recon being the name of the game, you need to launch a drone from cover, fly it into the library, and record the conversation. You can hide at the following locations:
Up Above (North Rocks)
Hike to the rocks above and north of the library, which afford you great views of enemies wandering the rear of the premises (you can shoot them with silenced weaponry though you risk the bodies being discovered). More importantly, you have a good shot at one of the open windows, when your drone piloting is needed.
Down Below (Perimeter Wall)
You can use the parking lot of the library, but there are too many foes who can spot you. So move your team on the other side of the perimeter wall (south), and hide here before sending the drone up.
Drone Launch: Tactical Advice
Whether you’re playing Solo or Co-op, the plan is the same; send a drone (ideally the one with the largest upgraded battery) into the library and record the assistant’s conversation. The meeting is taking place on the upper floor, inside the belltower. There are a number of ways into the building:
- Fly through one of the open doorways on the ground floor (southwest, south, or west under the belltower meeting room).
- Fly through one of the open balcony doorways on the upper floor (southwest or south).
- Fly through one of the open doorways on the ground floor, at the rear of the building (northwest, or northeast corners).
- Fly through the skylight roof window that is open wider than the others.
- Fly through the open window in the tower, and perch the drone on the windowsill. This is the easiest, as there’s no interior maneuvering to do.
Then simply record the 15 seconds of the conversation indicated, and the mission completes. Retreat afterward. Aim to complete this with zero shots fired.
