Reach the Objective
Head for the base from the west side. Get your drone out and spot the Covert Ops, Elite Sniper, and Armored enemies patrolling the perimeter. Tag the Elite Sniper and Armored foe with Sync Shot, then line your sight up on the Covert Ops and fire when ready. Continue toward the base, staying along the south side. Stay in a crouched position to lower your profile and avoid being spotted.
Three more Covert Ops enemies are patrolling the outer limit of the base to the south; stay in thermal mode until you have eliminated them.
Interrogate Merlo’s Pilot
Although there is a helipad located at the south side of the base, the pilot isn’t there. Clear out the helipad anyways so you can take the helicopter after finding the pilot. Merlo’s pilot is located on the upper level of the three-level, white and green building inside a fenced in area. There is just a single entry if you plan on entering by foot.
Inside the barricaded area, there are a total of four Armored, two jammers and a single soldier. Two of the Armored and a soldier are in the courtyard.
Get up into the tower at the helipad area. First, shoot out the alarm in case anything goes wrong. Next, take aim at the Armored on the second floor of the building and order your Ghosts to Sync Shot the three enemies in the courtyard. Wait for the Sync Shot to cool down, then use it again to take out the Jammers and the remaining Armored soldier. If they don’t have a shot, start moving through the nearest entrance. Follow the inner wall north until you find an opening. This path leads into the area with the lieutenant; cross the street and enter the building.
If you haven’t landed the Sync Shot yet, get ready for a short fight. Don’t use grenades; instead, opt for flash bangs to avoid accidentally killing the Pilot. When the coast is clear, grab the pilot and interrogate him. Proceed to the helipad, steal the chopper, and head out. Make sure to stay low to avoid any nearby AA from targeting you.
Kill Colonel Merlo
Head for the heavily fortified bridge. This is going to turn into a very big fight quickly, so be ready to go hot! Park your transportation up on the hill to the south of the bridge and begin spotting targets.
Start your assault by taking out the snipers on the bridge’s top platforms. Next, focus on the enemies at the roadblock just below your position. Pick off as many enemies as possible, prioritizing Elite Snipers, Covert Ops, Armored, and Jammers. Make sure to use your Sync Shot as it cools down.
When your cover is blown, call in rebel reinforcements, and then a rebel distraction at the other side of the bridge. You can also call mortars down on the bridge to deal heavy damage to the enemy presence.
Work your way to the bridge with your Ghosts. A machine gun works well here, as its high ammo capacity and penetration power will make short work of any enemies. Your goal is to gain access to the small room on the main level of the bridge. Once the Jammers are down, an explosive drone can help deal damage to groups of enemies that are hiding behind cover.
Don’t worry about opening the room right away, as Colonel Merlo will not come out by himself. Clear the area first; use the rebel-spotting feature on the area to make sure it is clear of any visible enemies. Once clear, kick open the door and kill Colonel Merlo to put an end to his terror once and for all!

Head back out the way you came, as there are likely to be enemies flooding in from the other side of the bridge. Grab the first vehicle you find and hit the road.
Once you are clear from the immediate area, there will be no more fighting. Open the door to the safehouse and roll credits!
