Bolivian rebels led by Pac Katari, working with the CIA to free their land from Santa Blanca.
The Rebels once farmed this land before being overtaken by the Santa Blanca drug cartel. They lack the power to take on the El Sueño’s cartel and corrupt Unidad forces by themselves, but with some help, they can rise up and retake what was once theirs.

Leader of the rebel forces, Ramiro Apaza Nieves, aka “Pac Katari,” is an eloquent speaker who aims to inspire the populace to rebel against the cartels. Dignified but shrewd, he demonstrates a respect for the land and the working class, and Bolivians love him for it. He is passionate about his vision for Bolivia’s future.
Rebel Support
Complete optional side missions, Supply Raids and Rebel Ops, to assist the rebellion. In return, you earn XP, resources, and valuable Rebel Support Skills.

Completing Rebel Ops also increases the Rebel Presence Level. An increased level indicates that more rebels are in Bolivia with an increased chance for them to pick a fight with your opponent.
Many Rebels are held captive in cells inside enemy strongholds. Approach the enclosure and interact with the lock to free them. With Santa Blanca or Unidad nearby, they assist in the fight.

The Katari 26 are a rebel uprising that attempts to fight the dominating Cartel. Found throughout Bolivia underequipped and outnumbered, they require your assistance. Their numbers grow and if prisoners are set free, the take up arms and help in your fight. They tend to run from cover to cover to get at their enemies.

Assist the Katari 26 with Rebel Ops missions and they can be called on to assist in your fights. As underequipped and undertrained soldiers, they may not seem like much help at first, but they become a great asset with creating diversions or clearing out the cartel from your path.

When requesting help from the Katari 26, occasionally Rebel Gunners join the fight. With heavier armor, they are more resistant than regular soldiers, though their lack of mobility can be fatal.
Rebel Vehicles
The Rebels have several types of vehicles in their modest fleet. SUVs, a minibus, and various trucks are all sufficient to carry supplies and resources.
