Hint: In the Green Mountains where they’re building a great aqueduct, go find its source high up in the mountains. Inside, you can find me sitting at the bottom of the lowest pool, tucked away beside two large jars.

Papyrus Location
In northeastern Green Mountains, near the border with Kyrenaika, find the Oracle of Apollo temple atop a hill. Descend into the structure and find the scroll on the right, lying on the ground next to a crate of jugs.
Treasure Location
In the central Green Mountains, the world portal sits next to Aquaeductus Kyrenaike. Follow the aqueduct northwest into the mountain and dive into the pool of water. At the bottom, in the far back, collect the reward that sits next to a pair of jugs.
