Typically, you’re better off drawing two cards blindly (and hoping at least one is a locomotive) than selecting a face up locomotive card. However, if you’re playing the United Kingdom or Nordic Countries expansion, claim every locomotive you can. They’re incredibly valuable in these expansions.
