Head to the nice residential area in the southeast part of Vegas and steal a level 2 Störer (try to do so without alerting the cops). Drive it to the Chop Shop and sell it for $270,000. You have to wait 20 minutes for the shop to cool down before you can bring another, but the wait is worth it. Also, play solo events or watch videos to earn diamonds, which can be converted to SP to upgrade your skills.
