Inked Up

When you find Fell’s Tattoo Parlor in The Hive area of Sigil, memorize its location. This is the only location that provides the tattoos that boost stats. Available tattoos change often. Visit it after major events, such as adding new characters to the party, completing major quests, or joining a faction.
