To Zora Hall!
When you reach Zora Cape, put on the Zora Mask and swim west. Head for the distant island that appears to have a large tail sticking up from it. This is Zora Hall, and the main entrance lies underwater. Carefully swim past (or use 
+ 
to defeat) the Like Like that guards the underwater entrance, and enter Zora Hall.
