One of Leliana’s scouts greets your party in Val Royeaux with some interesting news. The Chantry is prepared to see you. But a group of templars is also present, and it’s unclear why. Proceed to the stage on the east side of the market to initiate a conversation with the clerics of the Chantry. Revered Mother Hevara speaks for the assembly of clerics—she’s no fan of you or the Inquisition. But her rants are cut short when Lord Seeker Lucius, of the templars, takes the stage—Mother Hevara is unceremoniously shoved to the ground by one of Lucius’s men. Lucius is insulted by the revered mother’s claim of authority and is equally disgusted by your Inquisition. It seems he’s upset you’d approach the Chantry for support instead of the templars. No matter what you say, you can’t smooth things over with the templars. Following his tantrum, Lucius orders his templars out of Val Royeaux, stating the Chantry is unworthy of their protection.
Cassandra is perplexed by the Lord Seeker’s behavior—it seems out of character. She suggests heading back to Haven and informing the others. But before doing so, take some time to explore Val Royeaux. There are several merchants here as well as some interesting people to talk to.
Agents of the Inquisition
Locate Belle, a merchant, on the east side of the market. Belle is happy the Inquisition is doing something about restoring order, and she wants to do her part. Accept Belle’s offer to join the Inquisition to gain one power. As an agent, Belle unlocks the Barter Belle perk, reducing the amount of time it takes Josephine to complete her missions by 5 percent. During your journeys look for more opportunities to recruit agents into the Inquisition. Reference the War Council and Exploration chapters for more information on agents.

As you prepare to leave Val Royeaux, you’re approached by Grand Enchanter Fiona, leader of the rebel mages. She extends an invitation to Redcliffe in the Hinterlands, suggesting an alliance with the mages could be mutually beneficial. It’s time to head back to Haven and discuss this option with the war council.

Before leaving Val Royeaux, complete the following side quests to recruit Sera and Vivienne.
A Friend of Red Jenny
Quest Giver: Arrow in the market
Description: The strange message, delivered via arrow, said there is an enemy of the Inquisition waiting to strike Val Royeaux. It said to search the market, cafe, and docks for things that are red.
Requirements: Available after addressing the clerics
Reward: Sera
Recommended Level: 4-6
Objectives:
Examine the message.
Search by the dock.
Search in the cafe.
Search the upper market.
Fend off the guards.
Immediately following the conversation with Mother Hevara and the templars, a mysterious arrow lands nearby. This is the start of a small quest, requiring you to search for red satchels by the dock, cafe, and upper market. Go to each location marked on the compass and conduct searches to find and retrieve the three red satchels. To reach the upper market, enter the blue doors on the southwest side of the market—this gives you access to the balcony above.
Once you have found all three red satchels, a secluded courtyard appears on the world map—travel there. This takes you to small courtyard occupied by hostile reach guards and freeman spotters. Eliminate the first group of enemies, then open the door to the west. Here you encounter a noble, unfriendly to the Inquisition. But he’s soon killed by a potential ally, Sera, an elven rogue archer. Sera is the one who led you here. Help Sera fend off the remaining guards before resuming your conversation. Sera is part of a band of mercenaries called the Friends of Red Jenny—accept her offer to join the Inquisition.
The Imperial Enchanter
Quest Giver: Circle mage messenger in the market
Description: Vivienne de Fer, the First Enchanter of Montsimmard, has extended an invitation to her salon at the chateau of Duke Bastien de Ghyslain.
Requirements: Available after addressing the clerics
Reward: Vivienne
Recommended Level: 4-6
Objectives:
Attend the salon.
Speak to the messenger in Val Royeaux’s market to receive an invitation from Vivienne de Fer, a well-connected mage in Orlais. The invitation adds the Ghyslain Estate to the world map—travel there. Upon entering the chateau, you’re rudely greeted by a marquis who has nothing kind to say about the Inquisition. But he’s soon set straight by Vivienne—she even allows you to choose the marquis’s fate. After introducing herself, Vivienne gets to the point. As the leader of the last loyal mages of Thedas, she feels compelled to join the Inquisition. Feel free to ask Vivienne more questions, but at the end of the conversation, welcome her aboard—she is a powerful ally, both on and off the battlefield.
