To be able to recruit Loranil, you must first earn favor with Keeper Hawen at the Dalish Camp. Do this by completing requests of all the Dalish in the camp, and Hawen will admit that he sees your cause in a good enough light that he will allow one of his people to leave the camp. He reduces Cullen’s operation times by 5 percent.
