Use the grappling point that is slightly east of the bonfire, right next to the southern path that leads up to the bonfire. The Elite Slinger faces away from you, looking off the cliff. Take a quick shot with your arrow to the back of his head to knock his mask off, then quickly follow up with another shot to kill him, preventing reinforcements from showing up.
If you stayed hidden while taking out the Elite Slinger, you can take out the Spearman in the north side of the encampment leaving you only the Elite Chieftain. If you get knocked down and need to heal, you can quickly run down either path or circle around the tents to give yourself enough space to heal before attacking again.
