The hilly, relatively quiet town of Alba is one of Medici’s top wine producers. Alba was lucky enough to avoid “major restructuring” by Di Ravello, in that its vineyards weren’t immediately razed to make way for some military support structure.
Tips: Police Station
Use a helicopter equipped with rockets to flatten the town’s military assets and the targets inside the police station. Raise the Havoc Meter to 100% by unloading missiles inside the police station, and then park the helicopter somewhere safe to return to it later. Enter the police station, open the gate 
to call in the Rebels, and then hack the two jail cell doors 
(on two different floors of the police station structure) behind the generator. Raise the flag and liberate the town.
