Just Cause 3 eGuide Enemies

The Militia of Medici

Medici’s militia has been dramatically expanded during General Di Ravello’s reign. As a military man himself, he looks to solve all of his problems with militaristic solutions. If you’re going to free Medici, expect to encounter almost ceaseless resistance from these enemies. Know their strengths and weaknesses so that you can defeat them en masse!

Private

Name Private
Health 60
Weapon U-39 Plechovka
Notes N/A
Locations All regions

Privates are the rank and file troops for the Medici militia. You find them all over the island nation, and none of them is especially dangerous on their own. Sadly, they often in appear in squads that can pose a real threat to the rebels due to their numbers.Almost any weapon or attack is likely to be successful against a Private. They’re easy to take down, have no armor, and aren’t resistant to any form of attack. Lay waste to them, as needed.

Armored Driver

Name Armored Driver
Health 60
Weapon U55 S Pozhar
Notes Tank and APC driver
Locations All regions

Armored Drivers are found at the wheel of land-based military vehicles. If pulled out of their tanks or APCs, they’re almost entirely worthless and cannot pose a major threat to you. Either shoot them with any of your weapons or get into their vehicles and turn the guns against their previous owners!

Airplane Pilot

Name Airplane Pilot
Health 60
Weapon U55 S Pozhar
Notes Airplane driver
Locations All regions

Airplane Pilots aren’t any better off than the Armored Drivers. Grapple onto their planes, pull the Pilots out of their cockpits, and throw them to their deaths. If you’re on the ground, they can try to fight back, but will not threaten you for long.

Helicopter Pilot

Name Helicopter Pilot
Health 60
Weapon U55 S Pozhar
Notes Helicopter driver
Locations All regions

Yet another form of fodder for Rico’s vehicular assaults. Use your weapons to kill any passengers before you go after the Pilots, and then commandeer their vehicles.

Scout

Name Scout
Health 60
Weapon Prizarak 04
Notes Bike driver
Locations All regions

Scouts are found most often in Story missions. They pursue you on motorcycles and can drive and shoot simultaneously. They’re a dangerous distraction, but cannot survive much return fire. You can attack them directly, but for a flashy and effective counter, shoot out their front tires and watch the hapless bikers go tumbling.

MachineGunner

Name Machinegunner
Health 500
Weapon Urga Vdova 89
Notes Only staggers from high caliber weapons such as sniper rifles, miniguns, revolvers.
Locations All regions

Machinegunners have higher damage output than the troops we’ve covered so far. They’re much tougher to kill, so you can’t count on a few shots to put them in the dirt. Focus your heaviest weapons on them, including grenades, explosives, and whatever else you’re carrying.

Heavy single-shot weapons are the best when you’re attacking Machinegunners. Sniper rifles let you aim well, shoot for the head, and keep these enemies staggered. This prevents them from counterattacking effectively.

Sniper

Name Sniper
Health 60
Weapon USV 45 Sokol
Notes Switches to Pistol when at close range.
Locations All regions

If you see the telltale laser from a Sniper, then either get to cover or attack immediately. These foes are weak when they take damage and die easily, and they’re pathetic at close range. However, they do tremendous amounts of damage if you let them take pot shots at you.

Trace the line of their lasers back to the source to find the Snipers quickly. Either use your own long-range weapons to kill them before they get a proper bead on you, or grapple to short range and deal with the Snipers where they’re weakest.

Demolition

Name Demolition
Health 250
Weapon UVK 13
Notes Only staggers from high caliber weapons such as sniper rifles, miniguns, revolvers. Switches to pistol when at close range.
Locations All regions

Demolition troops are heavier and take many hits to bring down. Like Snipers, they’re best eliminated at close range because they only have pistols to rely on. If you hold back and trade blows with them, you’re likely to get beaten up. Stay behind cover and ensure that you have a place to retreat to if you start taking too much damage.

Paratrooper

Name Paratrooper
Health 175
Weapon CS Predator
Notes Doesn’t stagger from fine caliber weapons such as pistols and SMGs.
Locations All regions

Paratroopers are well-armored and have reliable amounts of health; they’re a substantial threat and come in decent numbers if you see them at all. Try to kill these guys before they land because they cannot dodge while descending. This makes it easier to hit them and score kills quickly.

Once Paratroopers hit the ground, they spread out and act like Elites (high health, harder to stagger, etc.).

Elite

Name Elite
Health 175
Weapon CS Predator
Notes N/A
Locations All regions

Elites have decent rifles, good health, and are deployed in any area where the fighting gets heavy. Keep them staggered with faster weaponry and thin their ranks without taking as much damage. If there are troops clustered around an Elite, use grenades or other explosives to bring the group down quickly instead of taking their hits while you deal with the Elite.

Commander

Name Commander
Health 300
Weapon Varies
Notes Spawns in some military bases.
Locations Military bases, All regions

Commanders are found inside military bases, so you must defeat them when you’re completing some of the harder Liberations. Vehicle attacks are excellent for killing them, but you always have alternatives. Lay explosives around a corner and detonate them when the Commander comes closer to attack you; snipe them, etc.

Guard

Name Guard
Health 60
Weapon Prizarak 04
Notes N/A
Locations All regions

Guards have very little health and are weak at medium or long range. However, they can dish out reasonable damage if you get close to them because of their SMGs. Stay back and use weapons with superior range to kill them safely.

Assault Trooper

Name Assault Trooper
Health 175
Weapon U96 Kladivo
Notes Their hits will “stun” you for a short while.
Locations All regions

Assault Troopers are the bane of your existence if you get caught out by one of them. Their attacks stagger you, limiting your chance to respond as the damage begins to mount. As soon as you spot these guys, back off and find cover. The farther away you can engage them, the easier it is to avoid their staggering shots.

DRM PRivate

Name DRM Private
Health 60
Weapon U55 S Pozhar
Notes N/A
Locations Police stations

DRM Privates aren’t any better than their regular militia equivalents. They’re almost harmless and can easily be eliminated.

DRM Swat

Name DRM Swat
Health 350
Weapon CS Wraith 225R
Notes N/A
Locations Police stations

DRM Swat troopers are much better than the Privates. They defend the police stations with high-damage SMGs, and their considerable health makes it difficult, dangerous, and foolish to trade blows with them. Use buildings/walls as cover, toss grenades, fire at long range, and keep away from SWAT troopers until they’re badly wounded or killed outright.

DRM Captain

Name DRM Captain
Health 250
Weapon Urga Vdova 89
Notes N/A
Locations Police stations

DRM Captains guard their stations with LMGs. They provide heavy and continuous fire to support their allies. If you spot them, take out the Captains before worrying about the SWAT. Captains are slightly faster to kill, and they’re effective at longer range (which makes them harder to flee from if you get into trouble).

Black Hand Private

Name Black Hand Private
Health 410
Weapon CS Predator
Notes Doesn’t stagger from fine caliber weapons such as pistols and SMGs.
Locations Region 2 bases, region 3 bases and outposts

Black Hand Privates fight like Elites, but they have way more health. You see them in the late game, and it requires decent tactics and weaponry to defeat them unless they’re isolated. Use heavy weapons to keep Black Hand Privates from firing back effectively.

Black Hand Ghost

Name Black Hand Ghost
Health 500
Weapon CS Wraith 225R
Notes Only staggers from high caliber weapons such as sniper rifles, miniguns, revolvers.
Locations Region 2 bases (rare) and region 3 bases.

Black Hand Ghosts have powerful SMGs, fire quickly, and can be a massive pain when you aren’t ready for them. Back off and switch to long-range weaponry to ensure that you don’t take too many hits and have more time to focus them down. Snipe these enemies with vehicle attacks, rifles, or explosives.

Black Hand Titan

Name Black Hand Titan
Health 1200
Weapon Urga Vulkan
Notes Doesn’t stagger.
Locations Region 2 bases (rare) and region 3 bases.

Nothing gets nastier than Titans. They have ungodly amounts of health, deal brutal damage, and won’t stagger no matter what you’re hitting them with. It’s kill or be killed when you’re facing them.

The good news is that Titans are not common targets and attack you only when you’re going after high-level bases (in the later portions of the game). Once you start seeing them, use vehicles so that you get a bit of extra cover while you’re fighting. Alternatively, back up and lure Titans to your position, and then use your most damaging weapons to ambush them and burst them down before they can beat you.
