You must liberate settlements to progress through Rico’s story. Many Story missions have a set number of settlements that must be liberated before you can start those missions. The concept of liberating a settlement is easy, but the execution difficulty varies greatly, depending on the size and defenses of a settlement.
To liberate any settlement, you must destroy all military assets within it. Certain towns also require you to deactivate monitoring systems and overtake the police station. Some police stations have multiple tasks you must accomplished, such as raising a Havoc Meter to 100%, freeing prisoners, and raising gates to call in Rebel reinforcements.
This section of the guide reveals all the military assets and challenges in every settlement. Military assets are not marked on the in-game map—at least not until there are only a few remaining and you’re struggling to find them. Check our map before entering an area so you know exactly where the SAM sites are located and can figure out the settlement’s weakness and find weapon caches. And, of course, if there’s a military asset you cannot find, our maps become priceless.
