Tips
First, destroy or hack the SAM site and sink the military boat. If you’re attacking from the ground, you could miss the second satellite dish at the top of the control tower. If you’re attacking from above, you may miss the satellite dish mounted to the side of the control tower. Destroy both and then take out the ground targets.
