Buy Your First Store
Hop into the nearest car and follow the minimap to meet Pierce. The lock boxes you looted earlier have several deeds to properties located throughout Steelport. To cripple the Syndicate you can purchase these properties to increase your control percentage for each district.

In addition, buying properties gives you additional hourly income and even provides you a discount at any shop you own. The place Pierce wants to buy is a Friendly Fire, which is a great investment considering the need for ammo and the importance of weapons upgrades. Stand under the FOR SALE sign to make your first property purchase for $100. Buying this shop increases your control of downtown by 1 percent, generates $500 of income per hour, and provide a 5 percent discount on anything in the store.
Gotta Find Them All
Get back in your ride to run a little errand. It seems your buddy has a thing for sex dolls or as he calls them “collectibles.” There are 20 sex dolls hidden throughout Steelport as well as other hidden collectables. Some are a lot easier to find than others, but picking them up is worth a little searching for the $1,000 reward. Plus, every fifth one you collect earns you an extra grand. Much later in the game, if you earn enough cash, you can purchase the collectable finder in the Upgrades option of the Cell Phone Menu. This will help you track down all the hard-to-find items.
Purchase Real Estate
Jump back in your ride and check out what other deeds were lying around in the safe deposit box. The next property to purchase is the Estates. Follow the GPS to Havemayer Estates and buy the building. Surprisingly, the cost of this massive structure is only $100. Unlike the previous purchase of Friendly Fire, you get no discount after buying Havemayer Estates because this is not a shop. This acquisition still takes a chunk of resources out of the Syndicate’s pocket and yields a 2 percent control increase for downtown and $100 per hour.
Wipe Out Gang Operations
The next agenda item is to wipe out local groups of gang members. Gang Operations are specific spots where criminals gather and insert influence over the city. If you can bust up these gatherings, control of the city will swing in your favor. Drive to the first Gang Operation down an alleyway and plow right through the Morningstar thugs. However, be careful not to drive too far or you will exit the red circle as indicated on the minimap. This is a very narrow alley, which allows you to pull forward and backward to run down your enemies. Stay in the vehicle as long as you can to take advantage of its extra protection and hop out to finish off any stragglers. Keep in mind that you must wipe out the gang members that have a red circle above their heads from this location. Ignore their backup if you can and focus on killing them off fast before too many reinforcements arrive.
Get back into the car and drive to the next Gang Operation. After the first encounter, the gang notoriety will already be raised to two stars, so drive quickly and ignore anyone on your tail. The next encounter is in an open yard. Use your car as a weapon once more, but take advantage of the enemies parked cars and toss a couple of grenades.
The exploding cars take out most of the Morningstar men, leaving only a few for you to wipe out one-on-one. Each time you exterminate a Gang Operation you increase your control of the area as well as earn $1,000 and respect.
By now the gang notoriety meter will probably be at three stars. It’s a good thing that you purchased the Friendly Fire earlier because you can use it to instantly drop all notoriety. Any crib or place that you own will allow you to hide out and reset the counter.
