The Saints

The Third Street Saints make their return in Saints Row: The Third as an established, powerful gang with a twist. The Saints have leveraged their notoriety into celebrity status, earning millions on Saints branded lunch boxes, bobble-heads, and “reality TV.” They are no longer seen as a bunch of criminals, instead they have shifted their image from threatening to dangerously cool and hip. Currently their likeness and merchandising is the hottest brand for the Ultor cooperation.

The Syndicate

The Syndicate is an elite organization composed of three major criminal organizations (Morningstar, Deckers, and Luchadores) that have banded together to support each other and best utilize the strengths of each to counter the weaknesses of all. The Syndicate has molded the city of Steelport in its own image, buying politicians, owning the police, and even placing their mark on the city’s skyline. To the inhabitants of Steelport there is no question: This city and all who live in it are property of the Syndicate.

teelport was once a law-abiding and thriving blue-collar town. Its economy started to decay and the Syndicate recognized an opportunity to move in and take over. With their deep pockets and sweeping influence, the leaders of the Syndicate stepped in to reinvigorate and mold Steelport into what it is today. Every politician, public figure and high-ranking law enforcement official has been hand-picked by the Syndicate, and every means of the city’s income is meticulously monitored by the Syndicate’s lawyers and accountants. Inhabitants can prosper in Steelport, but they never, ever forget who really runs the town. If they do, bad things happen!

Morningstar

A group of European arms dealers with a lucrative side business in the sex trade, the Morningstar will sell to anyone, so long as they have the money. Loyal, violent, and fiercely capitalistic, the Morningstar are not a group that you want to piss off. The Morningstar act in a leadership role for the Syndicate’s other two gangs. Phillipe Loren is the figurehead Syndicate Leader and has been assigned to Steelport. It is no easy task to handle a multibillion dollar criminal empire; to aid Loren in his endeavor are the twin DeWynter sisters, Viola and Kiki. These lovely ladies are his right-hand “men” and they manage the day-to-day business of running the vast empire.

Luchadores

Luchadores are a group of ex-bodybuilders and wrestlers that are perhaps a little past their prime. These are burned men who have been chewed up and spit out by the wrestling world. Destitute, they have turned to crime to make a living. What started off as simple leg breaking turned into a huge empire as the Luchadores expanded into running steroids and HGH to athletes, eventually catching the eye of the Syndicate. Now they serve as the attack dog that the Syndicate uses to do the dirty work. The green-clad thugs are led by Eddie “Killbane” Pryor whose massive size is dwarfed by his humongous ego. Killbane, as he likes to be called, is straight-up out of his mind. He is consumed with achieving everlasting fame and power. He is a volatile psychopath who routinely flies off the handle and primarily speaks in wrestling metaphors.

Deckers

The Deckers are the future of crime. They use hacking and technology as their weapons to destroy the enemies of the Syndicate. The Deckers are the youngest members of the Syndicate, and everything about them is bleeding-edge . . . with a goth twist. Everything about them, from their fashion choices to the cybercrimes they commit, oozes with their personal style. They are energetic, vibrant, and ultimately efficient at what they do because of their willingness to step outside of the box and approach old crime in a new way. Their leader is 16-year-old Matt Miller, who is god behind the keyboard and has enough sense not to mess with the people that have guns.

STAG

STAG (Special Tactical Anti-Gang Unit) is an elite government force created in response to the gang war raging between the Saints and the Syndicate. Their mission is simple–stop all gang-related activity in Steelport by any means possible. In their view, lethal force is not only necessary, but encouraged. Cyrus Temple is the commander of STAG and a military man through and through. He despises the gang elements in Steelport and feels it is his mission and duty to eradicate them at any cost.
