This Silver Key can only be accessed if you choose to fight Thunder at Headsman’s Hill (during the Mayor’s Invitation quest). When the battles reaches the small area to the south, fish in the pond to locate your prize.

CONTAINS: Mana Augmentation
This particular Silver Key Chest lies in a cave to the south of Headsman’s Hill. However, it’s only accessible once you’ve fought Thunder during the Mayor’s Invitation quest. Expose Lady Grey instead and you’ll never reach it.
DEMON DOOR #13
CONTAINS: Mana Augmentation, Thunder’s Helmet
RIDDLE: “Only by defeating another Hero in combat will I open for you. Got that? I mean, how simple are you?”
This door can only be opened by defeating Thunder during the Mayor’s Invitation quest. Be warned, though; if you choose to expose Lady Grey’s nefarious deeds rather than marry her, the face of the door will disappear forever.
