  • Story: Diona sent you to help the harbormaster with his tasks. He is an unpleasant man by the reports of many, but he has his uses.

Talk to the harbormaster, Glaukos, in Skandeia Harbor about aiding Diona. He wants you to find and free three prisoners in the Customs Warehouse in Skandeia Bay. The port is well-defended, so use the eagle to scout the area. One prisoner is locked up inside the warehouse, another is next to the water, and the third is in the middle. It is best to clear out the soldiers before releasing the prisoners for an easier exit. Return to Glaukos. The Atoll Order quest is unlocked as a support quest under Place in the Kosmos.
