Now that the prison is built, it is time to bring in the villains Syndrome unleashed on the city. The first target is The Hoarder, who has been sighted at the docks. Use the compass to make your way there to check it out. It is a long walk back to the city, so look for a blue sign with a car on it to summon a vehicle.
When you arrive at the designated spot at the docks, The Hoarder shows up and traps a cop with the mysterious UFO device he is riding. This machine fails to work on your character and The Hoarder is apprehended by the police.

Find and destroy all of The Hoarder’s traps around the city. This is a very tough mission to complete. Smash the traps as you find them, but wait for the helicopter before you really scour the city. Releasing the hostages will uncover several new superheroes that can be recruited at the HQ to join you in combat.

Before The Hoarder can be prosecuted, you must smash his traps to release all the hostages. Use the compass to locate and rescue five citizens scattered around the pier. The last person you save will join your cause and go to the HQ, ready to fight with you when he is recruited.

With The Hoarder in custody, it’s time to transport the villain to the SuperMax Prison at HQ. Escort the paddy wagon to headquarters as you defend against Syndrome’s attacks.
Keep an eye on the paddy wagon’s yellow bar to see how much damage it is taking—if it is completely depleted your mission will fail. The goal is to keep the Omnidroids from damaging the paddy wagon. But keep your guard up—Syndrome’s forces will do everything they can to prevent the truck from reaching HQ. Enlist the aid of the local police by smashing the yellow barricades. This will not only open a clear route for the truck, but the cops will attack the robots and distract them.
Remember that the paddy wagon can’t move if there is anything blocking it. That includes robots, barricades, and even chucks of road debris. Try to stay a little ahead of the truck to keep the path clear and eliminate any robots in front of it.
Once the truck finally makes it to HQ, grab The Hoarder and toss him into the prison to lock him up once and for all.
