The goods that you’re looking for are in the town marketplace. They’re easy to reach, but this won’t be simple in the long run. Go to the marked waypoint and use Eagle Vision to spy on the market. A soldier comes to pick up the container you need, and he’ll take the item away from the public part of town. Follow him from a distance because the area close to the man becomes restricted. That’s good practice anyway, as the second half of town is entirely restricted whether you get close to the courier or not. You need to hit the rooftops to stay out of sight. It’s even dangerous to walk into that part of town.
Don’t take the bridge. Instead, race down the side of the creek below and use the trees to cross the waterway. This gets you up to the rooftops. It’s easier to follow your target up there, but watch out for the musketman who is watching the town from on high. He can spot you while you’re dashing between rooftops. He’s a good target for air rifle attacks if you want to disable him. The foes on the ground aren’t as much trouble.
If you’re spotted, tons of violence comes down on your head. Stay out of the main streets to avoid ranged attacks, and fight off the guards as they come.
Otherwise, you’re able to slip cleanly through. Regardless, the goods are delivered to a remote building on the other side of a cornfield. That’s where you have to go. Use the cornfields as cover, and go around the back of the tiny house in that area. This hides you from the various guards. Use the side window of the warehouse where the goods were stashed, and then loot the rods from the chest inside.

As you leave the area, use darts to take out the tower gunner. If you’re seen, run at full speed out of the fields and back toward the dignitary’s location. If you’re still being stealthy, you can use darts to disable additional guards at range, and make a calm getaway instead of a frantic dash.
A nasty storm breaks out, and you shouldn’t go swimming during a thunderstorm. To get back quickly, safely, and in style, use the hooks that are located on the edge of the creek. They’ll let you cross the water without getting wet, and you fulfill the optional mission goal along the way.
Give the goods back to their owner and watch the results. You’ve now completed the third memory in this sequence.
