Search the Command Center for a Way to Open the Gate
Craft as many Arrows as you can to refill your quiver, and take a look around the courtyard. There are four Soldiers in elevated positions (two in guard towers, one providing overwatch from a container, and a final one who is welding). There are also four more Soldiers in the yard with you. Then, there is a guy who is inside the command center.
Kill the men in the guard towers first. They are isolated and won’t be heard or missed when your arrows kill them. Go for headshots and take all the time in the world to aim. You’re in shadow and can stay where you won’t be spotted for as long as you need.
Bring down the container guard next, and then the welder. These are also easy to kill without making noise. Next, there are two pairs of Soldiers in the yard. Kill the two on the right first, because they’re on the side of the building and have less of a chance of being heard.
Finish clearing the yard now that the numbers are more manageable, and maintain stealth if you can. Remember that you have Poison Arrows. They’re pretty effective against the pairs of guards, because they’re standing close together.
Finish all of your targets and loot the heck out of this place. There are trees for Hardwood, Salvage items, crafting goodies, and more than a few bodies as well. You should also smash five Red Laptops for a Challenge in this map. They’re easy to smash with your Axes, so don’t waste ammo on them. Three of the computers are in the courtyard, and two are inside the command center.
The command center also has a Document (Reunited). Examine that and then use the machine at your objective to open the gate.
Find Jacob
Leave the command center and walk through the open gate on the other side of the yard. Smash a Red Laptop on the right and break open a locker ahead for a few minor items. Then, stand near the Rope Coil that is in the center of the small area. Aim toward the Rope at the top of the yard (above and to your right). Shoot that and then climb up there.
Walk onto a damaged platform to the right and jump up to a window sill. Listen in on a conversation between two important people, and then jump to the right and then up to make your way around the right side of the building.
Drop in through an open window there and meet Jacob again. The two of you observe a meeting. You learn a great deal, but have to flee during a short scene. Lara drops into the sewers underneath the prison complex. Wade forward quietly and climb out of the fetid water at the far end of the tunnel.
