Descend the stairs to the basement inside the Central Police Station. At the bottom, hug the right walls until you find the locker room. The Shield is located on top of the urinals, in the bathroom area near the showers.

This Shield is also located in Central Police Station. Find the Captain’s Office on the second floor near the stairs. The Shield is on the bookshelf behind his desk.

This Shield is located on a wooden plank table near the edge of the same pigeon coop rooftop where you find the letter to Mrs. A. Maldonado.

This Shield is located on the back porch near the kitchen entrance at Angel Maldonado’s Residence. After you arrest the brothers inside, head outside and go around the back of the building. Climb the stairs to the second floor balcony to find the Shield.

You can easily spot this Shield shining behind Maldonado’s head. It’s on the fan shelf in the interrogation room’s corner, in the Central Police Station.
