KGPL request you look for the detective at the scene of a possible 484 (theft) at the bookmakers at Sunset and Ivar.
Objectives

Drive to the crime scene.
When you arrive at the bookmakers 
, the detective on the scene reveals that a bagman named Rampley is going to put a mint on some horse running in the fifth. He says they don’t care about Rampley so much as they want his boss. Your job is to get Rampley to lead you to the big guy.
Find an incognito hiding place.
Notice the empty table with a newspaper. Approach it and press the indicated button to sit down and go incognito—Phelps holds the paper high to conceal his identity.
Tail the suspect.
Wait there until you see Rampley enter and lay down a grand on Cavalcade in the fifth. When the suspect leaves the building, get up from the chair and walk to the doorway. Rampley is indicated as a red blip on the mini-map. From the doorway, you can see him crossing the street, heading west; he’s the guy in the black suit and black hat.
As soon as he rounds the next corner (past the green building), run across the street and cover against the corner of the building to keep your eye on Rampley as he continues west on the sidewalk.
Rampley stops at the next alley entrance to the left, then strolls into the alley after looking back your way a couple of times. When Rampley enters the alley, move up and cover behind the blue dumpster at the alley entrance. He walks past a man wiping down his pickup truck. Do not advance to the truck; remain behind the dumpster. Rampley will look back multiple times, and moving to the truck is risky and unnecessary.
Remain behind the dumpster as Rampley approaches the right corner in the alley. When he disappears around the next corner, run up to the same corner. This triggers a cinematic where Rampley meets his boss about the race bet. Phelps busts up the party and guns are drawn.
Subdue the suspects.
Rampley takes cover around the corner of the building on the right while the boss quickly takes cover behind his vehicle, making it impossible to gun him down before seeking cover for yourself. You have two choices: the blue dumpster on your left or the telephone booth on your right.
Concentrate your attack on the boss as he makes himself visible from behind his vehicle. Once he’s dead, move slowly around the corner while aiming to reveal as much of Rampley as necessary to get in a shot. As soon as you spot him, gun him down before he repositions to get a better shot at you.
